The public policy process is comprised of six stages. The first stage is problem identification and the second is agenda setting. Problem identification includes to find out whether public is dissatisfied with any existing policy or not. Also, it tries to find out any issue that is troubling the public and needs attention. Once this issue is identified, it is included in the agenda and presented before the Congress and the President to address the issue and find the solution to it and enact suitable policy that could solve the problem.
