Organizational structure is important to establish a procedure and hierarchical administration of the internal operation. In a public agency, this structure is influenced by the degree of bureaucracy within the system. The bureaucracy of an agency refers to the system by which the internal procedures are established and controlled, as well as the multilayer of positions in the organizational hierarchy. Even though the purpose of bureaucracy is to promote efficiency within the organization’s flow of operations, the same system could stand to become a barrier against innovation.
