By the phrase, “crime are statutory offenses”, it is simply meant that crimes are created by statutes and not by the common law. A statutory offense that elaborates, that it is a type of crime committed based on some known causes and has been committed upon another person who was found to have been involved in any illegal sexual offense or into any action committed by force. As per the textbook, “A given behavior is not a crime unless Congress or a state legislature has criminalized it” (pg-153) (Langvardt, Barnes, Prenkart, McCrory & Perry, n.d.).
