Hello everyone, After going through the whole scenario, I decided not to view this as an animal abuse. I made my mind of not calling the Animal Control after I found Joe agreeing to the points of the up-coming appointments. I choose to trust Joe because I felt that whatever has happened to Marty was not animal abuse as Joe condemned that he did not do it intentionally. I did not change my decision rather and was stuck with the same solution.
